FORT MYERS, FLA.
Investment marketer Clarke Blizzard pleaded guilty in federal court this
morning to a felony charge that he conspired to bribe the Ohio Bureau of
Workers' Compensation's former financial chief.
With his guilty plea,
Blizzard, 52, admitted that he gave at least $20,000 to Terrence Gasper, the
bureau's disgraced former chief financial officer, in exchange for the agency
placing hundreds of millions of dollars with investment firms he marketed.
The pacts led to more than $2.5 million in fees and commissions for
Blizzard's clients.
Blizzard is the 13th person convicted on charges
stemming from the state and federal corruption probe that began after The Blade
in April, 2005, exposed the agency's problematic $50 million investment in
rare-coins with GOP insider Tom Noe. Convictions include Noe, who was sentenced
to 18 years in prison for stealing from the coin fund, and former Ohio Gov. Bob
Taft, who was convicted on ethics charges.
Blizzard, a former minor
league hockey player and one-time star investment salesman, is cooperating with
the state and federal task force, which is continuing its multi-faceted
investigation into the operations of the bureau.
He faces a maximum
of five years in federal prison and a $250,000 fine. His sentencing is set for
May 3 in Ohio.
Wearing a gray suit and blue tie, Blizzard remained
emotionless throughout the 90-minute court hearing. He made no statements to
Judge David Dowd, Jr., of the U.S. District Court in Akron, who's vacationing
in Florida, other than to say "I plead guilty."
He was booked and
released on $50,000 bond.
