Darrell
Powell has worked to bring attention to WCB as a negative social determinant of
health and has brought this issue to the attention of the Canadian
Senate.
The Senate Subcommittee on
Population Health (of the Standing Senate Committee on Social Affairs,
Science and Technology) is examining the impact of the multiple factors and
conditions that contribute to the health of Canada's population known
collectively as the social determinants of health including the effects
of these determinants on the disparities and inequities in health outcomes that
continue to be experienced by identifiable groups or categories of people (such
as disabled workers) within the Canadian population. They are also examining
government policies, programs and practices (including workers compensation)
that regulate or influence the impact of the social determinants of health on
health outcomes across the different segments of the Canadian population. They
are investigating ways in which governments could better coordinate their
activities in order to improve these health outcomes, whether these activities
involve the different levels of government or various departments and agencies
within a single level of government.

Research Centre organized this April 13th panel on health equity. The World
Health Organization convened a Commission on Social Determinants of Health
(CSDH) in March 2005 to address the social causes behind ill-health. The panel
was comprised of two members of the Commission, Amartya Sen and Monique
Bégin, as well as Dr. John Frank, a physician and

EVENT!Monday October 15 2007: Darrell Powell and the CIWS achieve
stakeholder status for disabled workers on the new Mental Health Commission of
Canada. Darrell Powell spoke as the CIWS representative at
the stakeholder consultations
for the new Mental Health Commission of Canada The Commission has been
holding stakeholder meetings across Canada through October and Darrell attended
the Vancouver BC meeting. These early hearings are intended to help guide the
Commissions future work and disabled workers are on the
agenda!
To initiate this process, the
CIWS
wrote to the Mental Health Commission requesting stakeholder status,
outlining the mental health concerns that disabled workers face and
recommending Darrell Powell as our representative for these hearings.
Everything happened quickly, but we were successful in achieving stakeholder
status with the Commission.
At the meeting he outlined some of the
mental health implications of dealing with workers compensation boards and he
voiced some of the main concerns for people disabled at work. He was successful
in establishing the disabled worker community as a vulnerable group within the
framework of the Mental Health Commission's mandate.
Darrell will be
doing a new radio show about the Mental Health Commission and disabled workers
on Friday October 19 at 8:00am PST on CFRO COOP Radio

Powell is watching the
efforts of the Newfoundland and Labrador Injured Workers
Association (Patricia Dodds, President/Spokesperson) and will be bringing
it up in his next radio programme with Charles Boylan when he gets back to
Vancouver. He will be taking exactly these issues to the Senate Committee on
Population Health and asking for an in-depth review of workers compensation

advantage and disadvantage across social groups. Progressive disadvantage can
lead to marginalization and disproportionate vulnerability among those excluded

physicians' understanding of the vulnerability of disabled workers and the
difficulties disabled workers face in trying to achieve best recovery within
the workers compensation system as well as physicians' understanding of the
framework of discussion for the Social Determinants of Health.

addition, he will be joining the Canadian Doctors for Medicare, BC Health
Coalition and the Council of Canadians for a
FREE viewing of Michael Moore's new film, SICKO! on Sunday
August 19th at 7pm at the Pan Pacific Hotel - Room Two - 999 Canada Place in

Determinants of Health - "Policymaking on social determinants of health
equity should work towards the highest form of participation as authentic
empowerment of civil society and affected communities. . . .
The essence of empowerment is
the increased ability of oppressed and marginalized communities to control the
political and economic processes that affect their wellbeing . .
. The empowerment of disadvantaged communities is intertwined
with state responsibility. The
state bears responsibility for creating spaces and conditions of participation
that can enable vulnerable and marginalized communities to achieve increased
control over the material, social and political determinants of their own
wellbeing. . ."

complications: My personal workers
compensation case brings ill health and temporary cancelling of my weekly radio
shows (on WCB, health, disability, law and the Social Determinants of Health).
- DCP
My apologies for the scheduled Friday morning shows on CO-OP
Radio being interrupted. I have serious cardiological and cerebral-vascular
problems caused by arrhythmias dangerously affecting a congenital heart,
opening a hole in the atria - creating a very large shunt and an enlarged
aneurism of the whole dividing wall of the atria. I have had recent arrhythmic
events which have affected my cognitive functions as a result of being
terrorized by the workers compensation board.
I have had one full
cryptogenic stroke after an argument with a board officer, destabilization of
the functions of the heart's rate and rhythm, increased arrhythmias of
increased severity and cardiological events producing TIAs, heart stoppages and
a very large shunt in the heart - events which increase with elevated heart
rate caused by mental/physical stressors.
Recently there has been
severe cardiac events and some cognitive function loss, including memory loss
which is a result of a mini stroke or a scarring cryptogenic stroke- from a
cerebral vascular accident.
Even though the stress effects on my heart
were one of many things attached to my workers compensation claim, the workers
compensation board are now - after the fact - trying to defray their liability
due to the seriousness of this threat to my life. The workers compensation
board is now in 'survival mode' over their public image being impacted by the
damage inflicted on an individual by their erroneous actions, bad faith, abuse
of office and the effects of their abuse of process blatant in my case.
There will be a one hour radio show on July 18th at 7:00 pm, but,
regrettably, no more weekly shows until further notice due to what appears to
be another stroke. There will be an extended live show as I travel to Ottawa
next fall for involvement in the Senate Subcommittee on Population Health
(approx. Sept-Oct.).
I will attempt possible weekly shows only as
function and opportunity allow.
